Could he have filed more charges? The articles make it sound like it was a hot potato. Both entities seem like they had the power to prevent this, both chose not to.

The parole board has a lot more authority here to hold this man than Chesa, the burden of proof for a parole board is very low, it would have been easy to revoke parole and put this man back in prison. Chesa would have to prove this man guilty in front of a jury, 100% different.

He doesn't have to file charges for the parole board to revoke parole is my point, I am guessing the reason he referred the case to the parole officer is because he expected the parole officer to deal with his parolee, which is his job tbf.

imo I don't think what Chesa did was unreasonable, he is under pressure to reduce the current burden on the system (due to covid) by redirecting cases like this to places where they can be better handled. Nothing was holding the parole officer back.

It’s a tricky situation, running someone over with a car seems to have a higher mortality rate than covid? Although I’m not sure, I’d have to check numbers. Anecdotally I know more people who died in car accidents than from covid :(
