I read the article, two people have died. Killed by someone who could have been in prison. I realize that I may be lost, are we discussing the same thing? Guy - on parole - murders people?

No, I’m thinking more along the lines of liability. Like - a space could probably fit more people than the fire department says, and most likely no fires will break out. But once they fire breaks out...
