Let's say I broadcast 64 transactions and 10 transactions get in Block 1.
I now have 54 pending transactions, and I decide to broadcast another 10 transactions (e.g. 64 pending, 10 with 1-confirmation).

Geth's pending pool limit isn't just 64 transactions per account; under normal conditions you can have more pending than that. If there's a reorg, all reorg-ed transactions that aren't in the new fork go back into the mempool, yes.

If geth has to evict from the mempool, it starts with the transactions farthest from being confirmed (greatest nonce difference). Transactions that were evicted may be received again later from a node that didn't evict them.
