IOW... no engineering license required, which is both helpful, and sometimes not. For example, some of the more informal routes are more open to some people than to others.

As far as individuals go, learning about algorithmic thinking can be helpful; having opportunities to build stuff, no matter how small, can help as well... PROVIDED that helpful feedback is available. That kind of feedback can sometimes to hard to get.

We can try a kind of "pilot" mentoring program. Find a small handful of candidates wh have the interest and set them up with an experienced mentor coder in the community.

One specific thing we can try is participation in funded internship programs like
