Hmm, if you had said single-UA world, I think you'd have a stronger argument. See for example Brave and Edge, which both innovate on web privacy on top of Chromium. Chrome also implements privacy features above the engine.

Fair points. Counterpoints: some privacy features that can only be done in the engine and are intrusive. The choice of what new web platform features to add also impacts privacy. And I don't think Edge would have moved so much on privacy without the examples of Safari & Firefox.
