I think this stems from the corporate state. Your government sees itself as allied with domestic corporations (through tax revenue, use of regulations to exercise power, or in the other direction through some sort of regulatory capture), not with citizens buying the services.

So it's good to sell cars to the germans and get pieces of paper for them, but not good to get cheap and well made german cars.

It's hilarious when someone is so steeped in bureaucracy that they think allowing something to happen is the same as helping it happen. You're not HELPING someone breathe if you merely stop choking them.
