The problem with this is that most people don’t have discipline with money. Better: 1) allocate funds to parents each year in the form of tax credits with parents requiring to prove that funds were spent on child care and/or education. Or, 2) send kids to a public school.

So the money can be used to pay someone else to take care of your kids but not to bolster income so that a parent can stay home with the kids? Why does that make sense?

The best way for me to use that money for my childcare might be additional housing. Pretty sure that wouldn't fit into any plausible whitelist for childcare expenses.
