If a company acting competently and in good faith can't get government approval for their project in a predictable timeframe for a known cost, the regulatory apparatus is broken.

It doesn't have to be fast or cheep (although there are reasons it should be both), but it needs to be predictable, or those projects will be undersupplied, often with huge human costs.
