At the moment the parties in charge pick voter district boundaries, to favor themselves. Should we instead have a standard algorithm pick such boundaries, to keep districts spatially close, culturally similar, but also make elections competitive?

When your added "make elections competitive," that seems like adding catch-up mechanisms to favor the less popular party (like the Federalists in 1820).
