According to the steam page I read earlier all the chapters are included in the game price. So it's a one off fee.

I just finished second chapter of @Orwell_Game . If they made a DLC/game which was the same but just as an engine so people could write mods/extensions and upload their own stories, it would be a GREAT tool for story-telling and detective work. And I would throw all my money.
