    For most candidates in the Ward races, the majority of their DC donors came from outside of their district.

    When matched 5:1 through the Fair Elections program, the average donation to participating candidates was greater than the average donation to non-participating candidates.

    Candidates participating in the Fair Elections program had a significantly higher share of small-dollar donors in their donor coalitions than non-participating candidates.

    The share of donors contributing $25 or less - what we call small-dollar donors - climbed, too. In both the Ward and At-Large races, more than 25 percent of donors were small-dollar donors.
