That was their reasoning for us, we live too close to a busy road and they think he needs outdoor access, so they can't release him to us. 
I don't like the line of "the cat is either routdoors or indoors". We don't let our cats go outside without our supervision (lots of foxes in the area), but we spend at least one hour a day in the garden with them so they get a play and fresh air. Wish more people understood :(
Absolutely! We take Crash outside for supervised outdoor time in the back garden (which is well-enclosed). I wish more places understood that this is an option too.
