China has it, and while it's AN answer, where's the guarantee none of this will get abused/broken/etc. Too many unreliable bits. It feels like a major issue modern internet is facing, with all platforms experiencing the same.

Personally I'd look at hardware level bans. Requires less work. Tying ID to internet usage requires more work outside of Twitch. Hardware level bans aren't 100% bulletproof but they will root out a good majority of the bad eggs.
