What sort of cooling do you have? Could be a thermal throttle? I'd definitely upgrade to more RAM if your PC will allow it, 4x8gb or 2x16gb. Your vRAM should be 8gb so you shouldn't have an issue with that

I have water cooling rn. overall i find cpu struggling badly with newly released games, happened after one of windows updates a year ago or so. idk what they changed :(

Intel are heavily rumored to be releasing an 8-core chip in the next month which will be the best single PC streaming solution. The Ryzen 2700X is also an awesome option for rendering. Threadripper if you want a more serious rendering machine. Probably also consider 32Gb RAM.
