Judiciary Committee hearing will be a long, wide ranging one today. It will start off with Inspector General for Corrections Doug Koebernick. Corrections Director Scott Frakes will be at the hearing at 2:30 this afternoon for questions.

Inspector General Koebernick: Prison population has gone from 5,700 to about 5,300 inmates, mainly due to slow down in sentencing or crime due to COVID. It will be interesting to see what happens in the next 6-8 months, he says, as courts gear back up and people move about more.

Koebernick: Through Oct. 16 more than 2,800 COVID tests administered at prisons on more than 1,900 people w/ 248 confirmed cases and two deaths. At that time, 29 active cases with 28 at the penitentiary. Wednesday the department announced 4 cases at Community Corrections Lincoln.

Sen. Pansing Brooks: On overcrowding of prisons, it should be called a state of complacency rather than a state of emergency, because department doesn't seem too concerned about it. Emergency declaration says prisons should go down to 125% of design capacity to end it.
