A hearing is getting underway on Sen. Wayne's bill to require Nebraska cities and village that have full-time police to appoint civilian police oversight boards. Wayne says the bill is far from perfect and the committee will listen to what supporters and opponents have to say.

Omaha Mayor Jean Stothert testifying at the hearing on the police standards board says the bill would not bring meaningful change. Omaha has a Citizen Complaint Review Board and now people can complain directly to the board and internal affairs would do the investigation.

What is needed, Mayor Stothert said, is training, accountability, transparency and strong leadership. There is now a licensed mental health professional in each precinct to divert people from jail and protective custody.

Chief Schmaderer of Omaha says he is a strong supporter of civilian oversight, but this bill undermines the authority of the police chief. The way to go about this is to empower and put a spotlight on the chief, hold that person accountable and have a strong citizen review board.
