    It is still not a solution Sir, every year states give out empowerment utilities. What's the % of those empowered that end up using the skill or funds wisely? I'm not saying its not a good thing but it should be tackled with another method when the normal method keeps failing

    Instead of them to build something of legacy that will continually be of benefits to all..e.g. well-equipped hospitals. At least, that will be life-benefiting, with jobs created in the process. How do our leaders think? Little wonder, those ones said they will monitor them.
