Section 4 of the 25th Amendment: "... the principal officers of the executive departments or of such other body as Congress may by law provide ...". No such law passed so the cabinet ("principal officers of the executive departments") it is.

The Oversight Commission on Presidential Capacity Act (H.R.1987) would have replaced VP+Cabinet by a special commission. The bill was introduced in the House last year and referred to the Subcommittee on the Constitution and Civil Justice. It's probably safe to say it died there.

So obviously it *is* the job of Cabinet officials to be a 'check' on the president. There is a strong argument to be had that it *should not* be their job. But that's an entirely different statement.
