JFYI: The devices sold as "4k" are 8k Chips that lattice software limited to 4k. That software limit does not exist in the icestorm toolchain.

I guess nobody than Lattice knows. Microchip do this for ages, they have 40-50 dies and produce "thousands" of variations devices enabling or disabling this or that feature on the die when something fail on production test.
