I did some more research on this: Seems like Mueller can't advise the Grand Jury to indict POTUS according to DOJ rules, but the Grand Jury can indict POTUS nevertheless if they want. (But I seriously doubt they'd do it. My money is on "unindicted co-conspirator".)

However, it is not unheard for grand juries to do stuff like that. Remember the 2016 case where a DA asked a grand jury in Texas in indict planned parenthood and they instead indicted the phony pro-life "investigators" who tried to fake video evidence?
