Answer to my question: Yes, it is user configurable (page 12 of iCE40 Programming and Configuration). Now do IceStorm tools support this, or do we need an "icesleep" program :D?
That's fine and I'll do it. But the config option to prevent deep sleep doesn't appear to be documented on the linked webpage. I don't have IceCube installed to check right now; if it's in fact not documented, I'll install and take a look later.
The soonest I can have a look at it is next week when I am back in Vienna. (I don't have icecube installed on my laptop.) So if you can look into it yourself, please do.
