I'd go with check_en_ref as being most explicit about what it calculates - but my guess is that it is bad hardware. But I would probably think to code it as something like "ok = (en == 0) ||
$onehot(en);"
Finally someone who isn't saying check_en_alt is the most readable! I was already questioning my sanity. :) Agreed, "$onehot(en)" would be best, but it's a SystemVerilog function and not supported by most FOSS Verilog tools.

Is that synthesizable? I always assumed not.

SystemVerilog STD doesn't specify which subset is synthesizable, so nobody knows if it's"supposed" to be. I would assume some tools support it and some other tools don't.
