The motivation behind using TCL is that it is tiny and stupid, so it can fit inside any tool no matter how big or small.
Micropython is certainly smaller than TCL. (I evaluated both for an embedded app a few years ago and it's not even close.) Vivado bundles three different JVMs last time I checked. I don't think size is the reason for using TCL.
