there's no "exact" though, that's why the series are like that, each series allows you to get within a given tolerance of any value!

Yes. My app that I linked actually calculates the resulting tolerances assuming 1% tolerance for the parts. (std E6 tolerances are 20% btw)

But assuming exact parts (and no wire resistances, etc.) this circuits will produce exactly 4K of combined resistance.
