For criminal law it actually does matter. No intent if you believe you follow the law. But neglecting to get the information doesn't count.

So for most cases it's an impossible defense. Except maybe if you can prove that you got wrong advise from a lawyer.

... at least that's how it works in Austria. The legal term for that is "Rechtsirrtum" (§ 9 StGB). In Germany it's called "Verbotsirrtum".
