More information: Google "18 USC § 1001". Those forms also include a note with this legal info. You have to sign that you understood it.
But I am sure this is just another completely understandable "rookie error". How could he possibly have known that he must not lie on them.

For criminal law it actually does matter. No intent if you believe you follow the law. But neglecting to get the information doesn't count.
