I'd assume that code predates at least the C version of Numerical Recipes. (Which is not very good imo anyways. C Arrays are 0 indexed!!! :)

Probably. But 32 Bit PRNGs were obsolete a long time ago. Have to check though (read the FORTRAN code a while ago).

Mersenne Twister was published 1997 to rectify PRNG flaws. In theory the code you quoted could have been better.

Verilog was first developed in 1983/1984. There were of course much better RNGs available at the time, but not Mersenne Twister.
