At this rate we are going to get ubiquitous self driving cars on the road before I get to see a sane I2C controller implementation.

The theory is, that once there is an open source implementation, it will be constantly improved by the crowd. We will see if this is true.
There are open source I2C cores. Nobody want's to improve them bc they are so ugly and there is no active upstream to send patches to.

If this is how the open source HW IP community works, then I have little hope. What is missing?

the opencores platform/website was pretty annoying for a decade but that cant be the only reason obviously :)

OK. So what spec or reference defines a good I2C controller? Are the current ones bad at the RTL or protocol level?

The Atmel XMEGA one is pretty decent. All others implode when they encounter an illegal bus state, are missing slave clock stretch or worse.
