These are assigned addresses in MMIO. They used to have CSRs in v1.7; but since v1.9.0, they're external to a core.
.@risc_v Draft Privileged ISA Spec v1.9.1 chapter 3.1.14 is about the mtime and mtimecmp CSRs, but no assigned CSR numbers in CSR listing?!

I believe these are purely memory-mapped, and not really standard CSRs. One could assign non-standard CSR addrs, of course.

I understand why mtime is mem-mapped only. I don't understand why mtimecmp is not a std CSR.
