Right now we just have opt_expr. https://github.com/cliffordwolf/yosys/blob/master/passes/opt/opt_expr.cc … Hand written c++. For the most part t does const folding.
I've now increased the todo priority of a proper rule-based peephole opt. But will still need weeks until I get to it..

Re superoptimization: Bit concat/slice/permutate are free in hardware. Search space might explode because of this.

If Yosys has compiler switches to direct all optimizing heuristics, there's still some freedom/flexibility to explore.
