The second one (O = C & -C & A, with vectors O, C, and A) is clearly the way to go for large vectors.
.. but let the synth tool figure out what the best implementation for -C is on the target architecture.

good call. Though I do wonder about the LUT packing of the mux version. Might be better for smaller vectors.

for smaller vectors the first version might be better because of lack of alu-type operations. 1/
