The second one (O = C & -C & A, with vectors O, C, and A) is clearly the way to go for large vectors.

good call. Though I do wonder about the LUT packing of the mux version. Might be better for smaller vectors.

also, given 6-LUTs, for say 6 items, then a priority arbiter might reduce to 6 LUTs total, making the bottom version even simpler.
