no, it's not dynamic. But not having to re-run synth, and pnr for firmware changes is already s.th. lattice tools can't do..

iCE40 resets all FFs to zero the moment you enter programming mode. However: You can decide not to initialize all brams.

So theoretically you could do "partial reconfig lite" by storing state in the brams you don't initialize when re-configuring.
