Spoken to a lawyer? If what you say is true, and I’ve no reason to doubt it, I’d hope a court would deny him the right to exercise the contract’s restrictions on your future.

The two main issues are: (1) there's no way to force him to enforce the contract now. He can just wait two years and then sue for 10k EUR/month x 24 months. (2) I can't engage in legal battles with him. I get panic attacks even thinking about ever crossing his path again.

If you don't engage in a legal battle with him, he'll engage in a legal battle with you. You need to be the one on the top. As for panic attacks, maybe you should book an appointment with a psychologist? I have no experience in that field at all, but it has helped some people.

If I leave EDA there won't be a legal battle bc there are no grounds. I can pay a lawyer to have such a thing thrown out without me having to engage with it at all.

Non competes are unenforceable in Europe if they restrict your opportunity for employment. If you can afford a lawyer they can keep you out of the line of fire for the most part. At the very least they might bring some clarity. I've found lawyers to be great against bullies.
