Are we technically still conforming with the LRM if we require execute permission on the verilog file for DPI-C?

Completely OT: I just realized that windows screenshots feel equally detached from the real world to me as Star Trek NG LCARS do. An aesthetic that I am very familiar with through media, but only through media, and the "real computers" in my everyday life never look like that.
