No, communication is too context-dependent for a sentence to mean one thing. But there are people like that and it's a good rule to use if you have trouble picking up cues, since its failure mode is that you'll come off overly polite/solicitous.

could be but is very dependent on the context and your relationship with the person. there are people that play games like this, I don't really like it and do not do it with my friends, sometimes it happens with family.

No not exactly. It can often lead to a follow-up “can I join you?” but it doesn’t IN ITSELF mean that. What you can say for sure though is they’re looking for a one sentence five second answer not a five minute answer so that a follow-up comment or question can be given.

Not that I'm aware of, IMO. When I ask, I just want to know the title, in case it's something I know of and can follow up with more conversation. If not, maybe I'll ask about it, maybe I won't. No idea where the OP was coming from, it seems many also have no idea.

No it's not true. Some people grew up in particular environment where it is the case and no one told them, that it's not something they should expect by default, so they assume that everyone who isn't in on it is excluded and needs to be educated.
