Thanks! I don't think there is a legal proceeding yet. AFAIU the idea would have been that they would send me the form that I need to fill out in order to start it after they have received all the documents. But then they just ignored the documents and follow-up emails.
that's a non-profit lawyer org, so my best guess would be to ask them. in doubt send the emailed forms via "Einschreiben Rückschein" or equivalent, asking for a formal "Eingangsbestätigung" within 14 days limit.
