Ooo this stretches my rudimentary German to the max. It means... "we are saying it's not prohibited"? Sort of like The Simpson's "Certified Not Insane" certificate for Homer?

Yes. Because in Austria you legally don't need to ask for permission to create a foundation. Instead, you just register your foundation and then the state has a few weeks to tell you that the foundation you want to create is against the law. 1/2

However, to make things easier they will send you a piece of paper when they have decided that your foundation is lawful. And that piece of paper is called Nichtuntersagungsbescheid. 2/2
