I think it's just a hardcoded limit in the editor for the number of components. Presumably to make sure there's never problems with performance bc of to many active components.

Yeah. When PETI came out at least there was a pretty severe limit (but no way of seeing how close you were to the limit). I think part of it is that they want all of the levels to work smoothly on consoles as well.
