Who decided that decades start at xxx0 even though centuries start at xx01? What were they smoking? Are there only 9 years in the first decade of the gregorian calendar?

Back then most of the media (here in Austria) was very much "technically the new millennium starts 2001, but hey, let's celebrate the round number" afair.

I finally decided that while the millennium began in 2001, the "millenium" with one "n" began in 2000.
