Who decided that decades start at xxx0 even though centuries start at xx01? What were they smoking? Are there only 9 years in the first decade of the gregorian calendar?

This struck me as well. We just say e.g. "80-talet" (the 80s) when speaking of decades or 1500-talet when speaking of centuries. It always takes me a couple of seconds to translate between the nth century and the (n-1)hundreds
Interesting. What do you say when you mean 1900-1909. I'd guess 00-talet wouldn't work bc it would be understood as 2000-2009, and 1900-talet would be understood to mean 1900-1999?

Haha! You immediately discovered a corner case. I'm not sure we have a good name for those years come to think of it. Fortunately not much of value happened then so it's not a problem in practice

So I guess there's the same problem with 2000-2009 vs 2000-2099 vs 2000-2999 then?

00-talet could be either 1900–1909 or 2000–2009, depending on context. It's the same as with any decade. 80-talet could be 1880–1889 or 1980–1989, etc.
