Who decided that decades start at xxx0 even though centuries start at xx01? What were they smoking? Are there only 9 years in the first decade of the gregorian calendar?

It doesn't get your goat that a lot of people celebrated entering the 3rd millennium in the night between 1999/2000?
Back then most of the media (here in Austria) was very much "technically the new millennium starts 2001, but hey, let's celebrate the round number" afair.

In Romania I don't even remember hearing the "technically" part.

I finally decided that while the millennium began in 2001, the "millenium" with one "n" began in 2000.

Those seemed to correlate here in the USA.
