Who decided that decades start at xxx0 even though centuries start at xx01? What were they smoking? Are there only 9 years in the first decade of the gregorian calendar?
By this definition (i.e. any span of 10 years) every year marks the end of a decade.

Yes, that is literally the dictionary definition. Every *day* is the end of a decade, too. Separately, people have a convention of calling specific decades starting at 1/1/NNN0 “the twenties” or “the thirties”, where “the decade” can be substituted for whatever “ies” we’re in.
