It is dBase IV afaict using "file", but a version that "dbview" doesn't seem to support. Yes, those are flash files. But "gnash" can not play them correctly. (There is *music* playing when I try, but no UI, just a white window.)
Finally managed to run the flash stuff. Seems to be animations that explain the values in the data set in the worst way imaginable.pic.twitter.com/SpsChFzqMr

Joking aside, I would *guess* the answer is the same as so often in such cases: They wrote funding proposals for any and every idea they could dream up and for some obscure reason this was the project they got funding for.
