Flex uses the NCoC. Flex is not really a GNU project, but it is linked to on https://www.gnu.org/software/flex/ , which is like the next best thing to being a GNU project. I don't know if there are other GNU affiliated projects using NCoC.
So if I link some project on my HP it automatically belongs to me, or what do you mean with that? They probably just linked to this project simply because it is used by GCC and its simply helpful to link to relevant dependencies.
Yes, if you are linking to something saying only something along the lines of "here is some information you might find useful," then this is a kind of endorsement and you are willingly associating yourself with that other project to a certain degree. What else would it be?

GNU is still dependent of the work of volunteers. A lot of GNU projects have dependencies to non GNU projects and it is absolutely valid to link to that projects IMO. I doubt that they can afford to switch to other projects just because some of them have questionable COCs.
Obviously one can have a dependency to another project without dedicating a page on ones own website to that other project. You are arguing a false binary here.
One last point on that: I agree to a certain extend that GNU could put pressure on flex because of their influence but writing a tweet and specifically blaming GNU for that is not OK imo. At least it should be corrected that it is a project often associated with GNU.
So you are saying that, yes, GNU could do something about this, but we should not put blame on them for not doing anything about it? Hmm..
No, I am simply against spreading wrong information. Blaming GNU for a CoC which is not even their project is simply not right imho. Dedicated link page or not. But I already see where this is going. Maybe we discuss this in the next risc-v meetup in vienna?
