Flex uses the NCoC. Flex is not really a GNU project, but it is linked to on https://www.gnu.org/software/flex/ , which is like the next best thing to being a GNU project. I don't know if there are other GNU affiliated projects using NCoC.

This is actually from flex https://github.com/westes/flex which is not a GNU project. Its not even GPL licensed. It is just linked at the GNU homepage and because of that it seems people wrongly think that it belongs to GNU.

That's the NCoC, which is used for example by Flex. https://github.com/westes/flex/blob/master/CODE_OF_CONDUCT.md … (There are arguments in the comments here that Flex is not an official GNU project but merely listed on the GNU website as related project, but I think that is missing the point.)
