All the RISC-V people are at the RISC-V Summit. I might present RISC-V BitManip somewhere else regardless, but it would not nearly have the same reach within the target group.
Also, April 2020 is far too late. I wanted to get feedback from the wider community now, before we start building hardware and launching the ratification process. In April next year we are hopefully already finalizing the evaluation of the BitManip ISA extensions.
