When did "to stream" change it's meaning to include watching a video online (i.e. a person _receiving_ a stream is also "streaming" now)?

I’ve never heard someone who recieves a stream be called a streamer though!

Same. So if in the future someone watching a stream is called a streamer then we can look back at these tweets and know for sure that language has indeed changed in this aspect. :D
