When did "to stream" change it's meaning to include watching a video online (i.e. a person _receiving_ a stream is also "streaming" now)?

No that's exactly my point. But I fell like using "to stream" for the receiving end is a relatively new use of the word.. Or maybe it's because for many years I was working on the ISP end of things before the tech became widespread used? So maybe I'm biased that way? Idk..
