When did "to stream" change it's meaning to include watching a video online (i.e. a person _receiving_ a stream is also "streaming" now)?

Interesting. I don't remember it this way. In my perception until recently Netflix was streaming movies to people, not people streaming movies from Netflix. Maybe it's the German use of the word that changed? I'm really confused about this now..
